What should a fitness center do if a 4 year old boy hits other kids in the daycare at the fitness center?

How many warnings?
Because the one parent feels that child shouldn’t even be in the daycare, but I think the fitness center should try to solve the problem without having to kick anybody out.
What do you think or suggest?
